02.03.2011

If the building is not completed until five years after the building permit and will not have act 15 (substantially completed), it is considered illegal construction and eliminates the expense of the owner. This change in the Law on Spatial Planning is asked to submit a lawmaker GERB Luben Tatarski.

In his order a change that plan with lawmakers from the region of Blagoevgrad, is to introduce and maximum building projects for renewable energy sources (RES). Ministry of Regional Development is also preparing amendments to the law for a second year.

The project is not included in the government's legislative program for the first half of 2011. “If the project of the construction ministry is not paid soon, I will submit his proposal to the summer, make sure Tatarski."The goal is not to destroy, but to get the owners to complete their sites, and if they are not able, to seek investors," said Tatarski.

"I know that against this proposal will rise many people and a lot of money, but this situation can not continue," he added. We are looking for solution to many started and unfinished buildings during the construction boom, which impair the environment and pose a risk to health and life, said Tatarski.Under the current law an object is considered to be finished with its introduction into service and the issue of so-called Act 16.

During tax inspections made by helicopter during the summer, it was found that many owners of large luxury houses are not typed them in service for not paying taxes. Without Act 16 are all constructed motorway sections with the exception of the 31-km. section of the Maritsa, opened in autumn 2010

There is no statistics for the started, but unfinished buildings. However, they can be seen in any location - pits, raised concrete bases, projecting irons. The problem is most serious in seaside and mountain resorts and in cities.
